Have you checked if the Ethernet function is actually enabled on the 0i-TF? Some FANUC 0i models require an optional Ethernet board or the FOCAS/Ethernet option to be purchased and activated. On a few of our machines, the port was there but inactive until the option was licensed.

Also, are you able to ping the control at 192.168.1.1 from your PC? That would at least confirm network-level communication before troubleshooting FOCAS specifically.

If you can ping but still can’t connect, it might be a port issue—some controls use 8193 for FOCAS and 8192 for the embedded FTP server. Have you tried FTP as a quick test?
